This is exactly what some industry experts are advising. In the article, How to rescue the housing market: Foreclosures!, a cogent argument is laid out. It states: 

Four years into the housing crisis, the real estate market is still teetering on the edge. The Obama administration has tried one program after another to stem the tide of foreclosures with limited success. . . .

. . . some housing experts argue that the administration should go in a different direction than it has in the past. Instead, they say it’s time to focus on pushing many of those delinquent borrowers through the foreclosure process and putting foreclosed properties back into use.

As we’ve discussed here in this blog before, many lenders are purposely not foreclosinng on delinquent homeowenrs. And sure a lot of it may be due to administrative backlogs, and legislative hang ups like the robosigning scandal.

HOWEVER, it serves their purposes too (as discussed in the linked-to article just above) – because we all know that lenders don’t do anything — for long – that’s not in their favor.

If they worked with more homeowners, eg, got their collective heads out of their collective a**es and start lowering principal balances and giving permanent, affordable home loan modifications, they wouldn’t have to “speed up the foreclosure process;” they could be processing loans that will keep people in their homes — and money in their coffers.

Among possible investors, officials said they were looking for private-equity funds, financial institutions, and perhaps local governments and nonprofits to buy foreclosed properties and offer them as rentals in stressed housing markets.

When homeowners stop paying their homeowner association (HOA) dues, all homeowners suffer. And with more and more banks taking forever to foreclose on properties that have either been abandoned by owners and/or those who’ve just stopped paying and are living “rent/mortgage free,” it’s leaving many HOAs in a financial hole.

Many are starting to fight back by taking lenders/banks to court and forcing them to officially foreclose. Why would they do this? So that they — or the lender — can sell/rent the property and start collecting monies again. A Miamia condo HOA did just this, as the following story relays.

Members of the Vintage East Condominium Association in Miami Beach got tired of waiting for JPMorgan Chase & Co. (JPM) to foreclose on unit 9, so they sued the bank in February to take control of the property.

In June, more than four years after the owner stopped making payments, a judge ruled that JPMorgan lost its claim to the $144,000 mortgage. The apartment is now on the market for $87,500, and the association may stave off insolvency with proceeds from the sale and a new owner who pays monthly dues, said Jane Losson, a board member at the complex . . .

After falling for most of the year, the figures offer the latest indication of how the slumping job market threatens to create new problems for housing. Mortgage delinquencies, while still down from their year-earlier levels, have now edged up in two consecutive quarters after hitting a plateau last year, according to the Mortgage Bankers Association.

Why Are So Many Homeowners Struggling to Pay Their Mortgage?

Much of this can be attributed to the job market. People need jobs to be able to pay their mortgages. Unless and until the job market can recover, the housing market will likely see these types of stops and starts (eg, declining foreclosures, then a return of high mortgage delinquencies).

What Does This Mean for the Average Joe?

Quite frankly, that many will probably lose their home because delinquency indicates financial problems for homeowners.

Also, this adds more to lender plates, meaning that a steady increase in delinquencies that indicate more foreclosures to come down the pike ends up leading to a “foreclosure backlog.” And this backlog ”threatens to create more uncertainty for housing markets because of concerns that a large “shadow” inventory of foreclosed properties could ultimately flood certain markets.”

More Home Foreclosure News of the Day: Jobs, Jobs, Jobs: What’s Needed to Stop the Foreclosure Bleeding

The percentage of U.S. mortgages overdue by one month rose to the highest level in a year in the second quarter as homeowners who lost jobs were unable to make their payments. The unemployment rate in the three months ended June 30 rose to 9.1 percent from 8.9 percent, the first quarterly increase since 2009, according to the Labor Department. Jobless claims jumped to an eight-month high in late April, government data show.

“Delinquencies very much reflect what’s going on in the labor market, and we saw those numbers deteriorate . . . The slowdown in delinquencies we saw in prior quarters stopped the bleeding, but this uptick could lead to more foreclosures.”

Foreclosure Talks Hit a Bump in the Road

Efforts to reach a settlement that would end the long-running probe of foreclosure practices are snagged over whether banks will get broad legal immunity from state officials for mortgage-related claims. . . .
